Rio Chief of Police: Whelan is a fugitive

Ray Whelan continues to evade arrest after being accused of involvement in an illegal FIFA World Cup ticket-selling ring.
Script:
Investigator Fabio Barucke said Ray Whelan, head of Fifa partner Match Hospitality, left the Copacabana Palace hotel through a service entry on Thursday about an hour before police arrived to re-arrest him on suspicion of illegal ticket sales.
Meanwhile Rio Chief of Police Fernando Veloso has called Whelan a fugitive:
SOUNDBITE: (Portuguese) Fernando Veloso, Rio Chief of Police:
"His situation today is he is a fugitive from justice, there an arrest warrant issued by the Court Supporter and what we expect is that he presents himself as soon as possible so all the issues that exist can be solved quickly. There is nothing better than using his rights of defence, and the rights of the company and present this defence, but without excluding the Brazilian law that today says that he is a fugitive and that should be available for justice."
Whelan continues to evade arrest.
